The prime reason to create an all-hands area is, as the name suggests is to be able to convert the facility into space as desired for a particular situation at the given time. At lunchtime, it can become a cafeteria or used for all hands area activities such as annual meet of the company, corporate events, team building activities and more. Meeting Room Capacity does not go beyond 10-20 people and every Enterprise cannot afford to have a facility of a large auditorium.
